[Features]: choose the number of overlapping years in build_network 

Hi, 

By default, when overlapping_window is set to TRUE, build_dynamic_network() builds overlapping networks by shifting the time frame by one year. A possible interesting features to add to the current function would be to allow the user to choose this number.
