Resolve Unsubscribe Flow for AWS Spot Data Feed

The problem is that Spot Data Feed subscription is made on the account level.
Thus it is excessively to make subscription per each cluster.
So the issue is

• to share a single subscription among all account instances
• to make proper resource release when no subscribers left
