install the agentregistry skill with `arctl configure`

Extend the existing configure command so it does two things in one shot:

• Register the MCP server (existing behavior — localhost:21212/mcp)
• Also install the agentregistry skill to the appropriate path for the target client

After a single arctl configure cursor, Claude would have both the MCP connection and the knowledge of how to use it for skill discovery — no further manual steps required.

another option we have is whether we want to install the skill as part of the arctl binary installation (but in that case, we'd have to prompt the users which client they are using, so we know where to install it)
