"Update" PublishFile(s) / PublishState before publish? #3

One of the disadvantages of ClickOnce and NuGet, is that a NuGet package update removes the old version of the package and than installs the new version. This causes the package to land into the "PublishFile" elements of the .csproj and will have the PublishState default value (include).

Can ClickTwice solve the issue that my PublishFile entries are wrong?
Maybe there is a easy solution or maybe you can tell me how you would solve this? (InputHandler / OutputHandler?)
