Links in the footer don't work

Problem:
While this isn't normally an SEO issue, it could be thought of as one. However, in the footer of the website we have a bunch of text that is meant to be links but it doesn't currently link anywhere. It's a bit confusing to users and to search engines it might even look like you are trying to just put random keywords on the page as a way of trying to cheat their ranking algorithm which they may provoke a negative response from them at some point in the future.
