Allow APRS assistant tools to be called directly from the command line.

Many of the Assistant's tools are just generally useful (e.g., looking up weather, callsign information, band conditions, etc.). Moreover, they often provide much richer output than can be conveyed through APRS.

Consider writing a command-line tool that allows users to directly invoke these tools. E.g.,

callsign_lookup KK7CMT

Or,

weather Woodinville, WA

Or

band_conditions
