why fmadd __ARM_FEATURE_FMA is not enabled by default?

for ARM:
__ARM_FEATURE_FMA macro is not defined
for SSE:
fmadd could implement as：
_mm_fmadd_ps

Is there any reason ?

I think that __ARM_FEATURE_FMA is defined by the compiler.

You're right for the _mm_fmadd_ps instruction, I missed that.
