Request to do a minor version bump so that the vcpkg package can be updated to an up-to-date version of Argh!

Hi! Thank you for your efforts on making this nice lib! I've come across this library yesterday, and immediately stumbled upon the following issue.
I wanted to use parser::params overload that takes option name, so that I could iterate over parameters that were specified multiple times. To my surprise the code didn't compile, and after digging a little I found that vcpkg ships argh on tag v1.3.2 which doesn't have commit that adds this overload of params function.
If I understand correctly, to request vcpkg maintainers to update a package, you have to provide specific version number, you can't just request to use latest commit hash (I'm not entirely sure though).
Is bumping version number possible?

Hello there! If I right understand, there are three ways (may be more):

1. The author of a library creates a new tag/release, which includes bumping version in the CMakeLists.txt and the developers of vcpkg update it inside their cureated registry.
2. The developers of vcpkg patches their portfile linking it to a specific commit, but not a release/tag.
3. You may use overlay-ports inside your repo to override argh. To do it you should:

• Copy-paste the content of a corresponding library port folder (e.g. vcpkg/ports/argh/...) to your corresponding overlay folder.
• Create a patch which fixes your problem (I attached the patch for bumping version).
• Add PATCHES "patch_name.patch" to vcpkg_from_github in the portfile.cmake.
• Wait for the author creates a new release/tag and the developers of vcpkg update the lib inside their curated registry.
