Bug: can zoom out only if rectangle has space from all sides

Example: 
If I'm on the far right side of the image, but there is space on all other sides, I can't zoom out.

Steps to reproduce:
1. pick a large image.
2. zoom in 
3. move the selection to the far right (or any other side)
4. Try to zoom out.
