Proposal: Redesigned landing page for Actix Website

Hello,

I took some time to redesign the Actix Web landing page with a more modern visual approach.

The goal wasn't to change the content or structure deeply, but simply to propose a refreshed version that might better align with current UI trends and make the project look a bit more up to date.
