README update

The README needs to be updated. Changes to be made:

• Remove Kerianne Hobbs from POCs
• Add Jim Patrick (james.patrick.1@us.af.mil) to POCs
• Update contributor list
  • at minimum include author list from paper

I would recommend we do another full release. with the exception of one item that will be done by the end of the week corl is very stable

No problems with that, Scott and I just figured a README update would be a good way to update some of the information as well as get me shown as a contributor on the Github side (even if the actual scope is masked due to the push from gov -> Github). I'm fine waiting for the new release, or I can make the README update and then it can be deconflicted once the new release is pushed.
