Popover - position is wrong when changing browser zoom levels #1110

Bug Report
Current behavior
In Chrome, click on any info icon to expand the tooltip, then change the zoom by keeping shrinking/enlarging, The Tooltips will not be adhere to its related Input Fields item.
Expected behavior
The Tooltip should always be align to its corresponding Input Field.
