Alert/Notice Field

We could add an alert text field to arborcat_pickup_location. Then all notices along with the scheduling form could display it if it is not null. Doesn't need an admin interface as we would be doing it. It likely belongs on all locations of a branch but we don't really need any other branch level stuff.

We'd have already used it when:

• hour changes
• lobby/locker/dropbox accessibility
• closure

Could also potentially use it for informational messages like tax forms available etc.
