Enable merging stake of non-liquid delegators #58
Description
Currently, users delegating to non-liquid staking pools can replace their address. However, setNewAddress prevents them from using another delegator's address, otherwise they would overwrite that other delegator's stake. Remove this restriction and amend replaceOldAddress to enable merging the stakes of the two delegators.
