Add DAP plugins to Neovim

[DAP](https://github.com/Microsoft/debug-adapter-protocol) is to debugging as LSP is to language tools. I should look into this and start using it if/when it takes off. The backbone support can be added via [nvim-dap](https://github.com/mfussenegger/nvim-dap).
