FEAT: Update Release Flow

• On GitHub, move away from using singular rc branch
• Opt to use release specific branches
  • For example, Release 4 can use rc/4 branch
• Update ruleset: We should be able to delete the branch after merging into main, but we do require a PR to merge into the branch. We should be able to create as many release candidate branches as possible, but they only get deleted after merging into main
