Confusion in model.safetensors(Size 4 GB) and model.bin (size 19 GB) file sizes

1. I have doubt in the sizes of the .safetensors (size 4 GB) and .bin (size 19 GB) model files. What is the difference between these two?
2. Which one is more prominent for the inference?
