API Design: Better handling of duplicate .scope namespaces

The current warning is quite lazy.  It was put there to get around the fact that duplicate namespaces will prevent the debug log from differentiating between two scope modules.

There's no reason people _shouldn't_ be able to duplicate CSS namespaces if that's their workflow.
