Unable to do a double redirect using the same tile

Starting with this:

I urb'ed:

Now I'm trying to double-redirect:

1. From the bottom, it should do a gentle curve NW
2. From NE, it should do a sharp curve into Inverness

Probably not letting me because it's the same tile, just rotated? It needs to consider the tile I'm replacing as available.
