DC Metro: Game Length

Per the current version of the **DC Metro** rules from the EGG dump (Draft Version 3), the game is now supposed to be 8 Turns in length (at all scales) rather than the 9 Turns that is currently implemented for the 3 player version of the map that is supported. The game length is now actually irrespective of scale for this map.
