Nomination Pre-Requisites
- Tiered + User
- Must have donated (maybe multiple donations)
- If not donated, someone who has actively been contributing - part of this community
Nominated Person
- Once nominated, person nominated responsible for all applicant responsibilities from Assistance Process - not really an issue #4
- Can opt out of nomination
