Is it possible to get the data[Add a Page/Add an App/Site Contents ...] on gear icon click programmatically in SPFX ? #1

Hello.
I want to remove the TOP OOB bar with my custom header, however i want to have my own gear icon that will display all those links that we get when we click on it. So Is it possible to get this data programmatically in SPFX ?
