Large blank space in locale files after c235329 (Unify Tool/Tooltip names)

The locale files now contain a large blank space near the end, after the "Tools.Names" keys were moved.

I'm aware of these, but I don't really consider these to be an issue.

It doesn't affect functionality in any way and it'll get cleaned up next time when the document is reformatted (or just delete them manually when editing it).

Sometimes there's large blank spaces from manual edits too and we do not consider those an issue either.
