Consider handling duplicate rules with old/new versions in rule set

I've noticed that in the rule database, some rules exist in both old and new versions. Would it be possible to add logic to handle these cases, such as automatically removing the older versions of duplicate rules?

It's not easy task for machine to distinguish if a rule is the same rule. Maybe some day with an LLM agent.
