When a light or a switch is configured with a state_address GA, these should be the only indicator to show the entity's state in HA.
In my case, I can prevent a channel of an KNX actuator by using the block communication object (don't know if this is the right english expression, German: Sperre) . So the actor ignores the switching command and doesn't send a state telegram.
The HA's entity however changes it's state to "on" although no new state is communicated.
