nothing but water loads when loading any map

what i am doing:

1. starting "mta-stream"
2. starting any map that needs mta-stream to function (vice city, alien city, liberty city)
3. starting the minimap resource corresponding to that map (vcmini, acmini, lcmini)

what happens:
after starting the map resource, it downloads all the models, and then loads only water, with no models in sight

what should happen:
the map should load normally
