Add CFE TBL Registry Support

I think we night be able to do something like this:

1. Generate XTCE for CFE_TBL_RegistryRec_t
2. /cfs/ppd/core/cfe/cfe_tbl/DumpReg command.
3. Downlink Registry file to YAMCS
4. Pipe message to plugin and send it to realtime stream (might need to use a custom message id for this use case, maybe...)
