SA: Notifications for new messages in linked service accounts

Need to route messages to SAs to the owner of the SA. Add some detail on design.

Need to document the following expected behaviors:

1. USer is logged in and an SA receives a newly arrived message
2. User logs in and one of their SAs has some newly arrived messages
3. User clicks the white icon and it turns grey even though they have not read the unread messages associated with the SA. What happens when they log out and then log back in? Does it go white again?

• If the service account owner is logged in and a new message arrives in a service account, the icon will go white to indicate the arrival of new message.

• When the owner clicks on the icon, it reverts back to its original color.

• When a user log out and log back in the icon reverts to it original color i.e will go grey again if its white.

• So basically for now, only notification that a service account owner will receive for a service account will be for a new message, that too only when he is online.
