Need the document in note 386, inter alia (but here is enough for start). You should be able to elect nonprofit treatment by submitting via WhyDRS.

I haven't personally submitted a FOIA before. Did not realize that there was advantageous treatment for nonprofits - we should definitely take advantage of this!

Interestingly, Congress is not subject to FOIA requests, as the law generally applies only to Federal agencies. Notwithstanding, I reached out to the Committee, and they said to email a request to fscdempress@mail.house.gov

For clarity, no reply yet. It seems the points made here landed well in the OCC-801 letter. Specific outreach to House Financial Services hasn't yielded results either. Using the OCC as a basis was enough for them to be convinced, in my interpretation of their response to our arguments without further process.¹
