[Improvement] Enhance Gardening Functionality by Prioritizing Watering Plants

Description:
Currently, TARS focuses primarily on planting seeds and gathering seeds. However, it would be beneficial for the bot to pay more attention to watering plants as well. This improvement would make TARS more efficient and effective in managing a garden in Wayward.

Proposed Changes:

1. Add a new objective for TARS: "Water plants regularly." or change priorities for "Gardening"
2. Update the AI planning logic to prioritize watering plants when they are in need of water.
3. Ensure that TARS can identify different types of plants and their respective watering requirements and status of their water level.
4. Allow TARS to find and utilize nearby water sources for watering plants.
