Handle Interims

Interims are a common thing in IFC because of studying abroad. We need to have a mechanism that supports two people being the same position essentially.

This has prompted a refactoring of the permission system into a model. But in the short term, giving two permissions to a chair filling in for exec or temporary access to a user doesn't seem like a security risk.
