Duplicate declarations in new_just #407
Description
JUSTFILE and JUST_SETTINGS are set in the default docker image file and the docker-compose.yml file. This redundancy is unnecessary. It should probably be removed from the docker-compose.yml file. It's useful to keep it in the image for the "image that can run without just" dream.
