Implement NASA POWER and CHIRPS Ingestion

Description: Develop a plugin that retrieves NASA POWER data using the API, validates and parses the response, and formats it into a DSSAT-compatible .WTH file. Build ingestion functionality for CHIRPS data by selecting and configuring a method (FTP+GDAL or ClimateSERV), then aligning and merging it with NASA POWER data in the .WTH format. This functionality should build off of previous projects where such methods were incorporated

Measurement Criteria:

• The plugin responds to control (on/off) in the configuration file.
• The plugin creates valid .WTH files for selected date ranges with no missing fields.
• The plugin passes a modified configuration back to the main process which indicates where the newly created files are.
• Opt The plugin only downloads new data and appends it onto previously generated .WTH files for the targeted simulation region.
