Create a guide for how to add support for a new format

All that should theoretically need to be done is to add a new "parser" and possibly an "output", however it may be more complex than that depending on how it actually gets implemented. Either way, having a step-by-step guide would be helpful for someone who is new to this project and wants to use it to work with their own datasets
