Yes, but this tool does not have an interface, that's why we do not see a webpage at that url. This is how it is set up by its developer. How the link and tool is used is explained in its tutorial. I just tested the Google Colab we give link in the tutorial, and the tool seems to be running.

Ah, right... duh... if there is a Jupyter Notebook in one of our GitHub repos, we can craft a Google Colab URL that will open up the notebook from GH.
