VCC-2.1.9.2p2 Pre-release last version to run demo

CoCo3 RadioShack Christmas demo will not run VCC-2.1.9.2 but does on VCC-2.1.9.1

Not sure what changed, but newer versions (2.1.9.2) don't recognize the second floppy.

Verified that it works on VCC 2.1.8.2 and 2.1.9.1 but not on 2.1.9.2
Tried 2.1.9.1 FD502.dll on 2.1.9.2 Still does not work
Tried 2.1.9.2 FD502.dll on 2.1.9.1 Works, proving issue is not FD502

Tried successive builds between release tags:

The two middle commits are where it was broken. These introduced the interrupt latches.

Found that CPU 6809 and 6309 both have the issue and so does SDC. Problem is likely NMI timing. It may be easier to debug with SDC than with FD502
