Sort GMO parsing by timestamp #296
Description
When server-side timestamp is available, we should use it skip parsing the outdated GMO (i.e. if GMO timestamp < db updated). Doing so would prevent outdated data being preserved into the database due to it winning a race condition.
Weather updates is going to support this in #295 but the other updates from GMO should probably take advantage of this as well.
