Automate PyPi releases

Hey, @exking I wanted to learn a little about GitHub actions and PyPi so I was doing this. But I'm wondering if we should move this to Travis or move Travis to GitHub actions, what you think?

@exking The test you had for Travis are now in GitHub Actions so you can stop Travis.

Things I don't like..

• Currently have to generate a Release to push change to PyPi and if it fails, can't be rerun. Need to investigate a better way to do this like checking version with pypi version to know if it should try the release
• Need to check that Release version matches setup.py Version
• Would like a confirmation notification when PyPi release actually runs and is not skipped
• Would like to split up into separate files for test and release, but still share data, not sure how. Meaning tests run as one Flow, then if passes the Release flow runs...

TODO:

• More documentation, started a little in RELEASE.md
• Add badges
• Linting, etc, ...
• ...

@Einstein42 Let me know what you think, I'd like to do this in pgc_interface as well and I can start making them work the same.
