lb for multiple tor client #48

Hello there.
if i consider using pen as a LB that upstream connections to multiple tor clients, is pen a suitable choice for this purpose? considering the upstreams are multiple SOCKS proxies?
in my case i am looking for some windows alternative to use instead of HA for this project:
