• Allow the user to select a citation for all regression regions they're uploading
• Regression Region checks
  • If region doesn't exist, alert user and allow them to create it
  • In the past, the GC code gets added based on the next code in the DB (if the highest code is "GC999", the next code would auto-populate to "GC1000"). Ryan mentioned it also backfills, so if there's a number that's not being used (e.g. GC323), it'll assign the new region that region that's not being used

I remembered that the regression region have to exist before we can bulk upload into them. This might be another possible tweak, is to add the regression regions directly from the input template.
