Sublocations require lat/long on storage.

Describe the bug
Reported from NWDP - sublocations are requiring lat/long to be defined in order to store to the database.

Expected behavior
They should inherit from the base location if not defined.

To Reproduce
needs investigation, but should be straightforward. Need to determine if this is invalid eager DTO validation within CDA, or an issue within the database.

Brought up during the biweekly CWMS DB meeting. An integration test should be created to ensure this functionality remains available.

Brought up by @rma-psmorris - CWMS standard naming recommends that the public name should also be required. This might be a time to update the validity check. The active flag is also required, but since we default to true, I don't think the DTO itself necessarily needs the required validation unless someone thinks otherwise.
