[BUG REPORT]:24hr Availability report is showing missing when it's present

Describe the bug

In CWBI dev with the new data availability tracking for a 24 hr product it is expecting that the file be at 00:00 UTC it is is not it says it is missing even if a file is present at another hour.

Steps To Reproduce

1.) in CWBI-dev https://cumulus.dev.cwbi.us/ got o products
2.) click on PRISM EARLY TMAX AIRTEMP-MAX 24hr
3.) Click on one of the green squares
4.) is shows that the product is not present and failed at 00:00 UTC. The file are stored at 12:00 UTC and are present.
