Accreditation Module: Form Builder (Sunbird vs Enketo)

Context

Accreditation module includes the following macro use cases:

• Admin creates assessment tools (essentially forms) and assigns them to the institutes (depending on institute type)
• Institute views and fills the form and uploads certain required documents
• Admin views information submitted by institutes and can 'request for update' on certain items
• Admin can assign assessment forms to on-ground assessors for field verification
• Assessors can view the form on their mobile app (offline enabled) and submit information
• Data from all sources is emitted into a database / CSV post which institutes are assigned accreditation grades

This is a high priority use case for the State (expected launch in Oct 2022)

Issue

The original plan was to use Sunbird Ed Forms for building the assessment tools. However there are several shortcomings in it's current shape and form:

• It seems that not all question types are supported: e.g., uploading PDF documents
• Advanced features such as conditional grouping of questions, answer constraints, pre-filling may not be available (not mentioned in the documentation)
• QuML integration in a mobile app with offline capability not yet tested (@ChakshuGautam please clarify if surveys will use Ed Form or QuML?)

Possible Solutions

There are two ways to manage this:

1. Contribute back to SunbirdEd Forms: build and contribute the additional functionalities required
2. Pivot to ODK: embed Enketo for desktop version and leverage XT deployments to build an ODK-powered mobile app for assessors

For accreditation, complex question types and workflows will be needed, that too offline with GPS on mobile. If QuML player offline is available, then would prefer that since question creation also has a flow. But if not, then a mobile first, Enketo (ODK) based approach would be better for this.

Also do check the recent contribution from ShikshaLokam to Sunbird on data collection from schools - anything that can be leveraged from that?
