Course rules are not included/restored in backup

Generate a Backup (attached in ZIP):

Restore in a different Moodle site.

Rules are not restored.

I'm trying to reproduce the error, but I can't. I create a new course with one notification. This has one condition and one exception. Then I make a backup, and I restore it. However, I see the notification in 'paused' status.
