Description
in order to produce more stable estimates at a sub-place/sub-county level. potentially:
- if county has population below threshold, aggregate to county
- otherwise, divide county population by threshold population to identify the number of valid sub-county geographic groupings, then aggregate sets of adjacent tracts into sub-county groupings
