Add "Overlaps" Column

We have columns to capture within and contains for AVAs that are inside or completely covering another AVA, but we don't have a concept in the attribute table for AVAs that overlap each other, like Crystal Springs and Howell Mountain.

Consider adding an overlaps column, or removing within and contains since all of these pieces of information can be calculated and they get out of date quickly as new AVAs are added.
