Bug: Qualtrics links don't work if they're too long

Description of the bug

If there is too much data in the ReDATA Description field, the TinyURL link is generated successfully but it will be too long to work in certain browsers. Need to add a check to make sure the link is shorter than 2083 characters. If it's too long, edit the JSON of the Q_EED query parameter and replace it with something like "See ReDATA".

Test any dataset with a super long description

When the data to be encoded is too long, TinyURL link generation may fail as well. Also, the unshortened URL may work in the browser but Qualtrics won't accept it. The Qualtrics limit for the entire unencoded Q_EED appears to be 6643 characters (tested using trial and error - may need further testing). This limit may have been higher in the past. Because the length is most affected by the Description field, it still makes sense to truncate that field to say 5000 characters for the purpose of generating the link. The remaining text after the truncation could be replaced by "..."

It seems the length limit for the URL in the first comment may be outdated.
