Using both fast noise and moonrise together causes Biome related stuff to generate incorrectly

Biome features gets changed
Creepers and zombies spawn in nether

Additional Context

Incompatibility with https://modrinth.com/mod/zfastnoise/version/1.0.7+1.21.11

The issues don't seem to occur on 1.0.5
