Implement assertion.undeclared validation #240
Description
Implement assertion.undeclared validation:
If an assertion that is present in the assertion store is not referenced by either the created_assertions or gathered_assertions fields of the claim, the claim shall be rejected with a failure code of assertion.undeclared.
Should be pretty straightforward.
