Show rules modal when launching a game that doesn't match the latest rules

Loading older puzzle URLs shared before a rule change will load them with the old ruleset, but this will currently be invisible.

This will also help when adding configurable rules to multiplayer games, to explain the relevant rules at the outset of the game.
